The Duma has voted to ask the Constitutional Court to examine the law on presidential elections in the Republic of Bashkortostan, ITAR-TASS reported yesterday. Duma deputy Galina Starovoitova said a provision restricting presidential candidates to those who speak both Russian and Bashkir discriminates against Russian-speakers and violates the federal constitutional guarantee of equal rights for all citizens.
